Daytime Object Hovers Silently Over Temuco, Chile

Videotaped on 9.10.2010, Temuco, Chile -- The object is oval in shape, appears to be rotating (though this could be a distortion effect of the zoom-in and video compression) and hangs silently in the sky. It is clearly not any known aerial vehicle. A balloon would be moving with the course of the wind, so it is very unlikely it is any kind of a weather balloon. There is no immediate evidence of any kind of digital effect being applied.
